Courts are prohibited from issuing temporary restraining orders, preliminary injunctions, or preliminary injunction, against the government, or any of its subdivisions, officials or any person or entity, whether public or private acting under the government direction, to restrain, prohibit or compel them to do certain acts.

Petitioners Luvimin Mining Corp. and Luvimin Port Services Company, Inc. was issued a Certificate of Registration and Permit to Operate by respondent Cebu Port Authority (CPA) authorizing petitioners to operate a private port facility at Barangay Talo-ot, Argao, Cebu from 28 October 1997 to 31 December 2022. However, on 01 March 2006, CPA rescinded the registration/permit primarily due to the failure of petitioners to obtain a foreshore lease agreement. Continue reading here.
